On December 14, 2004, we sent a letter to you enclosing a complaint against the operation of your station on November 21, 2004, on 14.269 MHz. We also sent you a digital recording of the communications referenced in the complaint. The complaint alleges deliberate interference to ongoing communications, that you claimed to be operating a net, and that you used a false call sign, "VE7KFM." Also on the recording a voice that appears to be yours states "See how big my signal is? I will head hunt you the rest of the weekend." A preliminary analysis of the recording, in comparison with known recordings of your station, indicates that it is your voice on the recording…. You were requested to address the allegations, with a written and notarized statement…. Your reply dated January 21, 2005, was not notarized and did not fully address the complaint. As a result, you are requested to provide the following information within 20 days of receipt of this letter…. Your response must be in writing, signed, dated and notarized.
