On October 1, 2001, we sent copies of complaints to you that had been filed concerning the operation of your Amateur station ND8V requested a response…. You responded by letter dated December 18, 2001, but your response was unsigned. On March 6, 2002, we returned your response for signature. In a telephone conversation on April 22, 2002, you were reminded to sign and return the letter. We have not received the letter…. If no answer is received to our October 1, 2001 inquiry by June 15, 2002, we will initiate enforcement action against your station and operator licenses…. This is the last warning you will receive about this matter.

We have had trouble with ND8V … jamming … and causing deliberate interference. During our net [ND8V now KZ8O] keys over stations checking in, he starts out saying that our signals are wide, he then goes one kc above and begins calling CQ and continues to initiate calls to other stations who never come back to him. He has stated that he will shut us down. Any attempt to reason with him has been unsuccessful.

I logged my time on the band (14.275.00) at 1200utc/march26 and I heard you loud and clear having a qso with ve7kfm, your signal is about 5by8 but ve7kfm is slightly weaker. I clearly heard you first on the band before nd8v started calling cq without even calling if the frequency is in use.

These transmissions consisted of threats to another amateur operator, deliberate transmissions (calling "CQ") on top of ongoing communications even while acknowledging those communications, broadcasting, and deliberate interference…. Since December 2002, we have received complaints about deliberate interference from your station on the 20-meter amateur band. The operation of your station over the last several years raises questions about your qualifications to remain a Commission licensee. While some of the interference results from personal disputes or from what you apparently perceive as deliberate interference to your station from other stations, you have apparently ignored our written and verbal warnings not to retaliate by on-the-air counter-interference. The tape that you will receive indicates that on March 26, 2003, you made repeated personal threats to another operator and in spite of acknowledging transmissions from the other station on the air, proceeded to transmit on top of his communications even after you had terminated your earlier communications--those that you apparently felt were interfered with. You apparently perceived that his interference to your earlier transmissions was deliberate. Whether that was the case, deliberate retaliatory threats and transmissions on top of the communications are against Commission rules, and indicate that the numerous warnings to date have little, if any, effect in regarding to bringing your operation into compliance with Commission rules. [N.B. The 1st infraction/”Warning Notice” listed by Riley was on 4 Nov ’98—before the formal Logs begin!]

Funny how a few of the same troublemakers from 14.313 are STILL up to their old habits on 20 mtrs. and none get their ticket pulled…. I guess the remainder of the so called "Goodfellas" are looking for a different fight and choose to side up with Mikee up in 8 land to feud and destroy 20 mtrs. Some of these characters are also of the same mindset on 75 mtrs. at night and proclaim "ownership" to certain frequencies they happen to operate on…. Why will Riley make a big deal out of repeater violations and other vhf squabbles and matters, but seems to look the other way when known troublemakers do their thing for years and years? Selective enforcement perhaps? Makes one wonder doesn’t it?

Since I don't frequent the HF Bands, I haven't had the "pleasure" of hearing firsthand from the people that are mentioned in this article. However, if all of this is true, then it seems to me that all you Extras and Generals need to clean your own house before you start moaning about the occasional ex-CBer who gets a "No Code Tech" license.......At least they tend to be only a local embarrassment, not international!

Of course, the man in Kalamazoo can't have anyone on or near HIS frequency. The FCC on November 14, 2000, wrote Amateur Extra licensee Michael E. Guernsey, ND8V, following up in its investigation into allegations of deliberate interference attributed to the licensee. According to the letter, the licensee has agreed to a nine-month suspension of his HF (ie, below 30 MHz) privileges, from January 1 until September 2, 2001. "If there are no violations of Amateur rules from the date of this letter through the modification period, and if there are no violations of the modification agreement, we will not consider complaints of violations or evidence of violations existing as of the date of this letter in any future enforcement action against your license," wrote FCC Special Counsel for Amateur Radio Enforcement Riley Hollingsworth.

BTW, I’ve heard the term “Rag CQ’ing” as an acronym to describe someone who is constantly calling CQ just to cause interference. I have just run across someone who is using “Rag Calling” to do the same. Calling the same station over and over and over [KI4LUB and/or N8JOX who his neighbour!], just to cause interference to some Hispanic stations next door [14.277] to “his” frequency [14.275]. And again, it's being done by a ham that Riley has let off the hook dozens of times [KZ8O/nd8v].

This would have been a great contest if the bands would have been in a bit better shape, and the FCC would do something about KZ8O (ex ND8V) who I found going up and down the band around 14.275 running off anyone trying to operate near "his" frequency. I felt sorry for the N7 station that was on 14.278 into a good run only to have KZ8O start calling him a "scumbag" for about 5 minutes until the N7 station had to move.

I accidentally landed on 275 the other day…. I heard someone talking. Then nothing for around 20 minutes. Then I heard a Latino gentleman call CQ…. I replied and we QSO'ed for a bit…. Then in the middle of the guy's third QSO, I heard some jerk start to call CQ over him. Didn't ask if the frequency was clear or anything. When asked why he didn't follow gentleman's rules of conduct, he uttered a filthy word, made a snide comment about the guys nationality and told him that with a radio as bad as his he didn't deserve to be a ham. I broke in stated my call sign and tried to defend the guy. I know I shouldn't have but it was painful to listen to. The Latino ham moved up to 277.5 and KZ8O moved over to 277.5 and started in again Walking on the guy. [Listen to the clips!]

It is really disappointing to me to hear that the stumpjumpers who willfully interfere with the mobiles and maritime mobiles knew ahead of the time that the mobiles on 14.302.5 were going to receive letters! There is only a handful of them and I am pretty sure that if the top two or three get fines and get their equipment confiscated, the rest just may get the hint and stop the nonsense. I have seen pictures of these jerks and I don't think one of them has a job or looks like anyone would hire them to even flip hamburgers so a loss of a few hundred/thousand dollars of equipment would be quite a setback.

There are a few hams which are causing the most interference and discontent. ND8V being the worst offender that I have heard…. There are several in the group of instigators…. I have heard this same bunch on 3901 discussing their methods for QRMing.

Hi all, I'm only a novice but have been studying to upgrade…. We often hear this guy from Michigan [KZ8O] and a guy from Florida [KI4LUB] on 14275 who sound somewhat mentally challenged. I'm having trouble learning everything to pass my test and I can't understand how these guys have passed any test.I guess it's good they have something to do and have nothing against challenged individuals, but they seem to cause lots of trouble, and are nasty to nearly everyone they talk to. And the guy from Michigan is always calling people gay…. Is all this normal? [ß NO, it’s NOT. FYI They and most of their misfit group, are mentally defective.]

The primary negative forces on 20 … are … ND8V. The FCC on October 17, 2000, sent a Warning Notice to Extra licensee Michael E. Guernsey Sr, ND8V, and threatened the licensee with revocation and suspension proceedings. The Notice cited "monitoring information and complaints before the Commission" alleging that the licensee had caused deliberate interference on 20 meters "particularly communications of Hispanic operators and truckers when you perceived them to have an improperly 'wide' SSB signal or a signal which in your opinion exhibited excessive microphone gain,"…. The FCC said it's heard allegations that the licensee may have used profanity and obscenity on the air and that he may not have identified by call sign. "Information further indicates that on April 20, 2000, you deliberately interfered with communications in progress between the Maritime Mobile Service Net and a maritime station on 14.319 MHz."…. On October 2 and 13 … the licensee "apparently transmitted on 14.310 and 14.313 MHz with a signal not identified by call sign and deliberately interfered with ongoing communications, using profanity and obscenity.”… The operation described "is contrary to the basis and purpose" of the Amateur Service, and if it recurs, the FCC intended to designate Guernsey's station license for revocation and his operator license for suspension for the remainder of its term.
